Kaplan&nbsp;ruled on Tuesday that he will decide in the next 48 hours whether to grant Cloister Café a temporary restraining order against the State Liquor Authority for shutting the NYC hot spot.</p><p>Venue owners say the SLA <strong>allegedly violated due process</strong> when they shut the venue two weeks ago claiming they violated COVID-19 rules.</p><p>Cloister’s <strong>lawyer Robert Garson argued</strong> the SLA “relied on … a Gothamist” article to shut them down and that it was unconstitutional.</p><p>Assistant attorney general James Cooney said the SLA was “mystified” as to why they were in federal court.</p>]]></content:encoded>
